Page content, form values, and passwords are never transmitted. For reputation lookups, only the first 4 bytes of a SHA-256 hash of the URL and domain are sent, so the server cannot tell which page you visited. A full page address — minus its query string and fragment — is transmitted in one specific case: when the on-device engines have already scored the page suspicious AND the page carries a login or payment form. Only then is it checked against Google Safe Browsing and domain-age reputation. We would rather state that exception plainly than claim nothing ever leaves your device.
