A theme that adjusts inactive tab colors so favicons are visible, even if they are blue! The new tab system's default theme makes background/inactive tabs blue, making certain pages favicons extremely hard to see (including Chrome's own settings icons). So I adjusted them all to be an off-white. Incognito active tab/toolbar color can't be changed independently from the non-incognito toolbar color, so we are stuck with white.
